Fate of an Empire: 4x strategy

Changes 1.3.1f : The "Poor Ambassador" update continues the work to improve the diplomacy between empires which started in the previous update. This update introduces a new event, the Poor ambassador, as well as a merge all option for armies and new icons for the neutral races. The update also includes numerous improvements to the AI and balance changes. For a detailed list of all changes please read the changelog in the rulebook.
